Our loving father, grandfather, and friend William (Bill) Thomas Duncan, 69, of Springville, UT died February 5, 1999 at his home.

He was born November 26, 1929 to George Thomas Duncan and Josephine Mower Duncan Conover in Springville, UT. He graduated from Springville High School. He married Geraldine Penrod on April 19, 1951 in the Salt Lake Temple. He attended Brigham Young University for three years, after serving with the United States Navy during the Korean War, where he received the Navy Commendation Medal for Bravery.Bill began his law enforcement career in 1945 as an officer with the Springville City Police Department under Chief Henry Weight. He joined the Utah Highway Patrol in 1956. He retired as a Lieutenant on June 30, 1984 after 29 years in law enforcement. In April 1986 he was appointed judge of the Springville City Justice Court, a position he has held since that time. Some of his accomplishments were as follows: service to Springville City's youth athletic programs, past-president of the 20-30 Club, charter past-president of the Springville Rotary Club, past-president of the Utah Peace Officers Association and past-president of the Springville Chamber of Commerce. He was honored with the Outstanding Peace Officer Footprinters Award in 1965 and in 1997 he received the Paul Harris Fellow Award from Rotary International and the Springville Rotary Club. He was also honored with Springville's "Citizen of the Year" award in 1998.

He was a member of the LDS Church. He served in two ward bishoprics and on the Springville Stake High Council. His loves were his family, friends, gun smithing, fishing, hunting, and fixing anything he could find that was broken.

Bill is survived by his wife, Gerry and three sons: Scott (Valerie) Duncan, Springville, UT; Brad (Loretta) Duncan, Sandy, UT; and Corey (Charlene) Duncan, Sandy, UT. He has 11 grandchildren and seven great-grandchildren. He is also survived by his mother: Josephine Conover, Springville, UT; two brothers and three sisters: Sallie (Eugene) Davies, Salt Lake City, UT; Catherine (James) Walker, West Valley City, UT; JoAnne (Alan) Reed, Springville, UT; Jim (Carma) Duncan, Springville, UT; Kerry (Nedra) Duncan, Spanish Fork, UT; and Carol Ferguson, Orem, UT.

Funeral Services will be held Tuesday, February 9, 1999 at 11 a.m. at the Springville Stake Center, 600 East on 245 South, Springville, UT. Friends may call Monday evening from 6-8 p.m. at Wheeler Mortuary, 211 East 200 South, Springville, UT or Tuesday from 9:30 a.m. to 11 a.m. prior to the services at the church. Burial will be at the Evergreen Cemetery. Military Rites by the Spanish Fork American Legion.
